GST e-invoice के लिए पात्र business में invoice बन जाना और IRN बन जाना एक ही step नहीं है। GSTN IRP advisory के मुताबिक 1 अप्रैल 2025 से AATO ₹10 करोड़ या अधिक वाले taxpayers को invoice date से 30 दिनों के भीतर e-invoice report करना है। यह restriction invoice के साथ credit note और debit note पर भी लागू है। तारीख निकल जाए तो portal IRN generation रोक सकता है, इसलिए month-end पर नहीं, invoice बनते समय control लगाना काम आता है।

यह 30-day rule किनके लिए है?

यह चर्चा उन taxpayers के लिए है जो e-invoicing के दायरे में आते हैं और जिनका Aggregate Annual Turnover (AATO) ₹10 crore या अधिक है। सीमा और e-invoice applicability एक ही बात नहीं हैं: अपने GSTIN की relevant AATO history, लागू notification और notified exemption को पहले verify करें। छोटे कारोबार या exempt class पर यह विशेष 30-day restriction अपने-आप लागू न मानें।

GSTN IRP की revised time-limit advisory के अनुसार 1 अप्रैल 2025 से ₹10 crore+ AATO band में invoice date के 30 दिन बाद reporting स्वीकार नहीं होती। Advisory invoices, credit notes और debit notes तीनों का नाम लेती है। Official GSTN IRP advisory पढ़ें.

एक उदाहरण: invoice बन गई, IRN बाकी है

मान लें eligible supplier ने 5 अगस्त को B2B invoice जारी की, लेकिन billing-to-IRP queue में वह छूट गई। अगर 30-day window निकलने के बाद टीम उस invoice को IRP पर भेजती है, तो IRN request reject हो सकती है। ऐसे में invoice की तारीख बदलना या गलत document दोबारा बनाना समाधान नहीं है। पहले असली supply, original invoice, customer communication और portal error को साथ रखकर अपने GST adviser से वैध correction/documentation path तय करें।

Credit note और debit note के लिए भी issue date तथा IRN reporting date अलग-अलग track करें। एक महीने की missed document list को अगली return filing से पहले निकालना अक्सर देर से पता चलने से बेहतर है।

Billing team के लिए practical daily checklist

  1. Sales invoice, credit note और debit note के document number व issue date को source system में final करें।
  2. Applicable cases में IRN request उसी workflow से भेजें; success response, acknowledgement, signed QR/JSON और IRN को record के साथ store करें।
  3. System में invoice-date आधारित ageing alert रखें: 7, 14, 21 और 27 दिन पर pending items review हों; यह internal control है, statutory extension नहीं।
  4. Daily failed-IRN report में GSTIN, document type/number/date, error code, retry status और responsible person रखें।
  5. Month-end पर sales register, e-invoice portal data, GSTR-1 draft और credit/debit note register को reconcile करें।

IRN request reject हो तो क्या जाँचें?

  • Invoice/credit/debit note की सही original date और document type;
  • क्या relevant AATO threshold पूरा है और आपका GSTIN e-invoicing covered category में है;
  • क्या 30 दिन वास्तव में बीत चुके हैं, या request किसी technical/validation error से रुकी है;
  • GSTIN, recipient GSTIN, place of supply, HSN, taxable value, tax amount और document numbering में typo;
  • क्या उसी document पर IRN पहले generate हुआ था, या cancellation/amendment की जरूरत वाला पुराना IRN मौजूद है;
  • Portal का पूरा error response, request payload और timestamp; केवल screenshot में cropped message न रखें।

Rule के बाद late invoice के लिए नया backdated document बनाकर system validation को bypass करने की कोशिश न करें। वास्तविक facts और portal response के आधार पर correction, amendment, credit/debit note या other compliance step का निर्णय लें।

Records की यह छोटी file बनाएँ

  • GSTIN-wise AATO/applicability check और relevant exemption review;
  • invoice/credit note/debit note register और issue-date sequence;
  • IRN success/failure report, JSON response, signed invoice और QR details;
  • billing software/POS/ERP timestamps और integration outage log, यदि हो;
  • customer communication तथा genuine commercial reason के supporting papers;
  • GSTR-1/e-invoice reconciliation और correction decision note।

यह folder internal control और adviser review में मदद करता है; केवल records होने से late reporting को automatically regularise नहीं माना जा सकता।
